Violence against women is a barrier to the achievement not only of Millennium Development Goal (MDG) 3, but of all the MDGs. Lack of data and agreed methods and standards for measuring its various forms prevented the inclusion of an indicator of violence against women for the MDG3 target. Although there has now been considerable progress in the development of tools and techniques, there is still a need for much greater investment in measurement of violence against women, and in documenting the monetary and non-monetary costs of violence. Similarly, while the evidence base has grown on good and promising practices for interventions, more rigorous evaluations are needed to demonstrate what works.
